Development Review

STEP ONE: CONCEPT REVIEW (Not required in all cases)

Concept review consists of a preliminary staff consultation and an informal review by the Village Board.  The developer provides a basic site plan and conceptual elevations, and receives feedback that can be used on the Technical Review submittal and zoning application.  This step is optional for projects that conform to existing zoning and land use plans, but encouraged because the applicant receives feedback before more detailed engineering and architectural drawings are prepared.  

Non-retail uses in the Core Retail Overlay District may be required to apply for a Conversion Certificate (application below).  Please contact the Community Development Department to determine if the conversion certificate requirement will apply.

STEP TWO: TECHNICAL REVIEW

The developer prepares  preliminary engineering, architectural, and landscape plans incorporating concept review comments for a more detailed review by the Village’s Technical Review Committee.  Village Staff internal reviewers include: planning/zoning, engineering, police, and landscaping. External reviewers include: Lake County Public Works (water and sanitary sewer), fire protection district, and storm water management consultant.

STEP THREE: PLANNING AND ZONING

The Village’s Planning and Zoning Commission is charged with the review of development proposals, special use permits, requests for rezoning, zoning variances and amendments of the Village’s zoning ordinance. The Planning and Zoning Commission is an advisory body to the Village Board. Generally, the Planning and Zoning Commission reviews all proposed projects unless exempted by ordinance or annexation agreements. 

STEP FOUR: VILLAGE BOARD

Minutes from the Planning and Zoning Commission and the Zoning Board of Appeals will be transmitted to Staff who will prepare a memorandum to the Village Board summarizing any unresolved issues from the preceding reviews and presenting a staff recommendation. The proposed project will then be placed on a Committee of the Whole agenda for preliminary approval and then final approval by the Village Board.
