Electric Vehicle Resources
Vernon Hills is EV Ready! The Village participated in the Metropolitan Mayors Caucus EV Readiness Program and earned an EV Ready Bronze designation in the spring of 2025. This year we are participating again in order to earn an EV Ready Silver designation.
Please check this page for additional resources as we work to improve our support for electric vehicle infrastructure by incorporating electric vehicle provisions in the zoning code and building code.
EV Charger Requirements
As of January 2026, the Illinois Vehicle Charging Act provisions for electric vehicle charging are required in conjunction with the construction of new residential units. Substantial renovations and conversions also trigger this requirement. See our Electric Vehicle Charger Requirements handout for more information.
EV Charger Targets
As EV Capable parking stalls are required with new construction of residential units, the Village has set the following targets for the of installation of 130 additional chargers for 2026 through the end of 2028. Check back to see our progress!
- Single family residential: 10
- Townhomes: 10
- Multi-family residential: 40
- Shopping centers: 40
- Industrial/office: 20
- Public buildings: 10
Charging Station Locations
As of March 2026, there are nine locations with public charging stations in the Village and three more locations at nearby public buildings.
- Hawthorn Mall main entrances: 8 ports total. 122 Hawthorn Center. Located at Macy's Townline Rd entrance, Macy's north entrance, AMC Theater, and Dave & Buster's.
- Hawthorn Row at Hawthorn Mall: (10 ports total, 1 ADA accessible). 700 Hawthorn Row. Located inside the parking garage.
- Kohl's: 235 N. Milwaukee
- Depke Juvenile Complex: 24647 N. Milwaukee Avenue
- Aspen Drive Library (Cook Memorial Library District): 701 N. Aspen Drive. Two chargers near the drive-up window.
- Vernon Area Public Library: 300 Olde Half Day Road, Lincolnshire
- Stevenson High School: 1 Stevenson Drive, Lincolnshire (Lot D, near field house entrance)
- Ionna Station at Casey's: 8 level 3 ports. 294 Townline Road.
- Village Hall: 2 public ports.

Utility Registration and Contractor Certification
- The Village recommends that electric vehicle owners register with ComEd. The ComEd page also includes great resources related to electric vehicles (savings programs, vehicle sharing programs, etc.).
- Contractors installing EV chargers in Vernon Hills must be certified by the Illinois Commerce Commission (ICC). To apply for certification, or to search for certified contractors, visit the ICC's Utility Company Database Entity Search page.

Incentive Program Resources
- Federal Tax Credit for Vehicles: Use the federal government’s federal tax credit tool to learn about the credit amount available for various EV makes and models. The maximum credit is $7,500 for new vehicles and up to $4,000 for used vehicles.
- New and Used Clean Vehicle Tax Credits, Energy Saver webpage – This Department of Energy webpage describes the new and previously owned clean vehicle tax credits. The page includes a checklist to determine if a vehicle is eligible for either credit. You may also want to contact a tax professional.
- Illinois EV Rebate Program: The Illinois EPA opens rebate application cycles periodically. Application materials will be available on the EV Rebate website shortly before each application cycle opens. Rebates may change, but for the 2025 cycle, residents could apply for a $4,000 rebate on a new or used all-electric vehicle. Purchasers must apply for the rebate during an open rebate cycle and within 90 days of vehicle purchase.
- Federal Tax Credit for EV Charging Equipment – Residents who purchase qualified residential charging equipment may receive a tax credit of 30% of the cost, up to $1,000. Find out more at the above website, or consult a tax professional.
- ComEd residential rebates for EV chargers – ComEd is offering rebates for the purchase and installation of new residential Level 2 chargers.
- ComEd business and public sector rebates and services – ComEd is offering rebates on EVs and on make-ready infrastructure for business and public sector customers, as well as fleet assessments. More details are available at //ComEd.com/Clean.
- Commercial Clean Vehicle Tax Credit – Businesses and tax-exempt organizations that purchase an EV may receive a tax credit of up to $7,500 for vehicles under 14,000 pounds and up to $40,000 for vehicles over that weight.
- Commercial Property Assessed Clean Energy (C-PACE) Program - Enables commercial property owners to obtain long-term fixed-rate financing for building improvements related to clean energy and energy efficiency.
