A
RESOLUTION authorizing the Community Development Department to assess a $350
surcharge to NEW CUSTOM HOME building permits LOCATED IN THE GREGG’S Landing
Subdivision for the purpose of keeping streets and neighborhoods free of
excessive dirt and debris.
WHEREAS, the
Village President and Board of Trustees of the Village of Vernon Hills is authorized to
prescribe rules and regulations for the use of public and private property for
the purpose of promoting the public health, safety, comfort, convenience, and
general welfare of the people of Vernon Hills; and
WHEREAS, the
Village issues building permits for new dwellings on private property that
requires construction equipment, delivery vehicles, and worker vehicles to use
and park on the public right-of-way, frequently, during construction; and
WHEREAS, when streets become dirty or tracked with mud and
the neighborhood becomes littered with trash and construction debris they
become unsafe and unsightly and it is the Village’s responsibility to remove
said dirt and debris when the offender cannot be identified; and
WHEREAS, the only equitable way to cover the cost associated
with restoring and maintaining the streets and neighborhoods in a safe, clean,
and aesthetically pleasing appearance is to assess a surcharge to the building
permits of new custom homes in the neighborhoods (PODS) no longer under the
control of a single developer.
WHEREAS, the surcharge is based on the size of
neighborhoods (PODS) where construction activity remains, the total number of
custom home lots that are undeveloped, the anticipated frequency of cleaning
streets and removing of debris, and the costs charged by private street
sweeping and debris removal contractors who perform the work.
NOW,
THEREFORE, BE IT RESOLVED by the Village President and Board of Trustees of the
Village of Vernon Hills, Lake County, Illinois:
THAT,
the Community Development Department is hereby authorized to assess a three
hundred fifty (350) dollar surcharge to all new custom home building permits in
the Gregg’s Landing Subdivision that will be constructed in neighborhoods
(PODS) no longer under the control of a single developer.
