RESOLUTION 2003-175

 

A RESOLUTION THAT TEMPORARILY RESTRICTS PARKING ON DESIGNATED VILLAGE STREETS DURING PEAK PERIODS OF CONSTRUCTION ACTIVITY THAT IMPEDES NORMAL VEHICULAR TRAFFIC.

 

WHEREAS, the Village President and Board of Trustees of the Village of Vernon Hills is authorized to prescribe rules and regulations for the use of public and private property for the purpose of promoting the public health, safety, comfort, convenience, and general welfare of the people of Vernon Hills; and  

 

WHEREAS, the Village issues building permits for construction on private property that requires construction equipment, delivery vehicles, and worker vehicles to park, temporarily, on the public right-of-way to access and service the construction site; and

 

WHEREAS, from time to time the parking of said construction vehicles on the public right-of way might block or impede the normal flow of traffic and adversely affect emergency vehicles, school busses, and neighborhood residents from reasonable and safe passage.

 

NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of Trustees of the Village of Vernon Hills, Lake County, Illinois:

 

THAT, when the Building Commissioner finds publicly-used streets have become obstructed and unsafe as a result of construction equipment, delivery vehicles, and other motor vehicles parked near construction sites, temporary "No Parking" signs, that restrict parking of all construction equipment, trailers, and motor vehicles between the hours of 6:00 AM to 4:00 PM Monday –Saturday, may be installed on one side of the street; and 

 

THAT, the "No Parking" signs shall authorize the Vernon Hills Police Department to enforce the parking restriction(s) in accordance with Chapter 22, Traffic and Motor Vehicles, of the Village of Vernon Hills Code of Ordinance until such time the Building Commissioner determines the congestion of construction-related vehicles no longer impacts the normal, unobstructed passage of the publicly-used right-of-way.
