RESOLUTION 2003-158

A RESOLUTION AUTHORIZING APPROVAL OF THE SEAVEY SLOUGH DRAINAGE DITCH BRUSH AND TREE MAINTENANCE AND REMOVAL; WAIVE THE BIDDING PROCESS AND AUTHORIZE PAYMENTS TO KINNUCAN TREE EXPERTS IN AN AMOUNT NOT TO EXCEED $20,000.

WHEREAS, the Seavey Slough Drainage Ditch is situated in Vernon Hills and provides both drainage and esthetic benefit to the Village; and

WHEREAS, the banks of the Drainage Ditch have both natural and invasive bottomland vegetation; and

WHEREAS, the scope of work includes the selective removal of buckthorn, dead trees adjacent to the bank, limbs with bad crotches, debris blocking or overhanging the stream flowline, small garbage and woody debris in the stream; and

WHEREAS, the goal of the work is to reduce debris that may fall into the Drainage Ditch at high water flow or due to high winds and stabilize the streambank through increased natural vegetation growth; and

WHEREAS, monies are available from Lake County Stormwater Management Commission (SMC) grant for apportion of this work; and

WHEREAS, there is up to $20,000 available for this work in account 0209112-550040 a portion of which may be reimbursable from the SMC; and

WHEREAS, all purchase orders over $10,000 require Board of Trustee approval.

NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF VERNON HILLS, LAKE COUNTY, ILLINOIS:

THAT, the Village Board waives the competitive bid process and authorizes the issuance of a purchase order to Kinnucan Tree Experts to not to exceed $20,000 for force account work as outlined in their proposal dated 9/29/03;
