1)
The minutes of the January 21, 2004 meeting were reviewed.
Motion: Approve minutes as
published: By Mr. Schultz; Seconded Ms.
Reilly.
Vote: Mr. LaLuzerne - Yes;
Ms. Oster - Absent; Ms. Reilley – Yes; Mr. Schultz – Yes;
Mr. Ugaste - Absent . Motion adopted 3
to 0 .
1)
Elimination of On-Street Parking on Aspen Drive between Route 60 & Abbey
Lane.
·
Issue
With construction of the new
school and the revised curb cuts nearly completed the existing No Parking Zone
is not in sync with the new turn lanes.
·
Details / Concerns
The new curb cuts shown in the
aerial photos, provided by Mr. Laudenslager, indicate that from a sight line
perspective with the new location of turning lanes into the Hawthorn School a
reasonable alternative is to eliminate on street parking along Aspen Drive from
Abbey Lane to Route 60. In addition, with the large increase in off street
parking spaces on the school property the need for additional street parking to
supplement the off-street parking has been negated.
·
Motion
Recommend that the Director of
Public Works and Chief of Police bring forward a revision to the Parking
Ordinance, for consideration by the Village Board of Trustees, to enact a
complete parking ban on Aspen Drive between IL-60 (Townline Road) and Augusta
Drive on the East side of the street / Abbey Lane on the West side of the
street.
Motion made by: Mr. Schultz;
Seconded by: Ms Reilley.
Vote: Mr LaLuzerne – Yes; Ms
Oster–Absent; Ms. Reilley –Yes; Mr. Schultz–Yes; Mr. Ugaste – Absent. Motion adopted 3 to 0.

New Business
2) Chief Fleischhauer indicated that an item that may require review in the
future is to
evaluate
instituting a ban on parking on Hawthorn Parkway near Aspen Rd, once the new
school construction is completed with its new parking lots.
3)
At the last meeting of
the Village Board of Trustees, the ban on parking on Monterrey Drive was
reviewed. Several residents indicated that the ban had an effect on parking
capability for guests. The Village Board directed the Public Works Department
to
work to maintain the effect of the ban
which was to improve sight lines, but to
evaluate if the ban area could be
reduced to lessen the burden on the resident at 65
and 67 Monterrey. As an aside, the
latest speed study indicated that speeds through that area have decreased such that 85% of the traffic
volume is now traveling at less
than the posted limit of 25 MPH.
4) Chief Fleischhauer indicated that an item that may require review in the
future is to
evaluate the effects of the new mixed use (Retail and Residential) Aspen
Point development at the intersection
of IL-60 and Aspen Drive.
5) Mr Laudenslager, indicated that traffic counts are scheduled for
Lakeview
Parkway and Executive Way, by the Summer
Interns.
A motion to adjourn was made by Mr. Schultz and
seconded by Mr LaLuzerne.
The meeting was adjourned at 7:49 PM.
The above constitutes the authors understandings of
the proceedings.
