1. President Byrne called the meeting to order at
7:05 p.m.
2. Roll call indicated the following Trustees
present: Koch, Duros, Weil, Hebda, Williams and Cashman.
Also present were Manager Allison,
Assistant Manager Kalmar, Assistant to the Manager Teich, Public Works Director
Laudenslager, Building Commissioner Gerth, Finance Director Nakrin, Village
Engineer Brown, Attorney Citron and Chief Fleischhauer.

i. President Byrne read a proclamation honoring Judge Samuel Der-Yeghiayan’s appointment as Judge of the U.S. District Court for the Northern District of Illinois.
ii. President Byrne read a proclamation of recognition of Corey Whitely assistance with the Annual Fishing Derby.
B. Village Manager
i. Manager Allison announced a joint board meeting between the Village and Library to be held on October 7, 2003 at 7:00 p.m.

$20,000.
F. Approval and passage of Resolution 2003-141
authorizing approval of Vernon Township Road District to assist the Village of
Vernon Hills regarding snow removal for the FY2003-04 Winter Season in an
amount not to exceed $2,000.
G. Approval and passage of Resolution 2003-142
authorizing approval of a Raffle License to the Cougar Athletic Boosters of
Vernon Hills High School for the 2003/2004 Athletic Season.
H. Approval and passage of Resolution 2003-144
authorizing execution of Quit Claim Deed conveying the portion of the
Libertyville Training Site commonly known as Vernon Hills Athletic Complex 6A & 10A to the
Village of Vernon Hills.
I. Approval and passage of Resolution 2003-146
authorizing approval of signature of the Village President to sign the
substantial completion form for the build-out of the new cable studio and to
pay VDV Consulting, Inc. in an amount not to exceed $79,975.
J. Approval and passage of Resolution 2003-147
authorizing deposit of retained funds in full settlement of lawsuit.
K. Approval and passage of Ordinance 2003-60
declaring certain village property to be surplus and providing for the sale by
public auction.
L. Approval and passage of Ordinance 2003-61
declaring certain village property to be surplus and providing for disposal by
salvage.
M. Approval to Release the Sam's Club Irrevocable
Letter of Credit # 926 and 5-226361.

Business
A. The
upcoming light show route was discussed. Residents of Gregg’s Landing spoke
about the traffic congestion caused by the light show. Trustee Koch requested a
manual override on the signal on Milwaukee when traffic is heavy for the light
show. Motion by Trustee Duros, second by Trustee Koch for approval and passage
of Resolution 2003-143 authorizing execution of a lease agreement between the
Village of Vernon Hills and the Cuneo Foundation for the Annual Holiday Light
Show. Roll call vote:
