COMMITTEE OF THE WHOLE MEETING

VILLAGE OF VERNON HILLS

AUGUST 19, 2003  

 

 

IN ATTENDANCE: President Byrne called the meeting to order at 7:10 p.m. The following Trustees were present: Cashman, Hebda, Koch, Weil and Duros.  Absent was Williams.

 

Also present were Manager Allison, Assistant Manager Kalmar, Finance Director Nakrin, Building Commissioner Gerth, Chief Fleischhauer, Village Engineer Brown, Assistant to the Manager Teich, and Village Attorney Citron.

 

 

1.  DISTRICT 73 - ADMINISTRATIVE OFFICE EXPANSION PLAN.

Don Dixon of Gewalt Hamilton presented the site plan of District 73’s proposal indicating that the District had purchased the former Children’s World building and that they plan to add a 5,000 sq. foot addition onto the building. The building will be used for the District’s administrative offices The District plans to go before the Planning and Zoning Commission to seek to amend their existing PUD to add this property.  The new building addition will create a new loading dock, new pedestrian connections from this new parcel to that of the campus and they propose to have the shortage of required parking spaces be resolved by the addition of spaces on the campus.  Trustee Hebda would like to see them match the brick and designate the parking in front of the building as visitor parking.  The Trustees consented to have the projected move forward to the Planning and Zoning Commission.

 

2.  HEALTH INSPECTION FUNCTION

Manager Allison updated the Committee on Trustee Cashman’s request to look into adding a health inspector to the Village’s services.  Manager Allison noted that staff had met on the issue and was pursuing information from the State regarding their requirements of their inspectors and how many times the county inspects the 3 levels of food service types within the Village. He noted that at this time his focus was on research and to meet with the Lake County Health Department Director to find ways to enhance what is already occurring and to not add an expensive service that is already being performed by the County.  His desire was to not have to raise fees to pay for this service but to seek to add a property maintenance type inspection, performed by existing staff, maybe in concert with the Fire District and/or the Lake County Health Department as a supplement to what is already occurring.  He stated that there is a 3 day training program which provides inspectors with basic training on restaurant inspections and that he and a couple of inspectors will attend the next session/ Trustee Cashman inquired as to the level of detail that is being done by the County on its inspections and asked whether their inspections were announced or unannounced.  Manager Allison and Commissioner Gerth replied that that is the information they are seeking from the county. The Committee recommends that staff continue down this path as outlined by Manager Allison.

 

3.  ADJOURNMENT

Motion by Trustee Cashman, seconded by Trustee Koch to adjourn the Committee of the Whole meeting and go into closed session for matters of personnel and property acquisition
