COMMITTEE OF THE WHOLE MEETING

VILLAGE OF VERNON HILLS

MAY 6, 2003  

 

 

 

IN ATTENDANCE: President Byrne called the meeting to order at 7:40 p.m. The following Trustees were present: Cashman, Duros, Hebda, Koch, Weil, and Williams.

 

Also present were Manager Allison, Assistant Manager Kalmar, Assistant to the Manager Teich, Public Works Director Laudenslager, Village Engineer Brown, Finance Director Nakrin, Chief Fleischhauer, Attorney Citron, and Village Clerk Schwartz.

 

 

1. APPROVAL OF 4/22/03 SPECIAL COMMITTEE OF THE WHOLE MINUTES

Motion by Trustee Williams, second by Trustee Koch to approve the 4/22/03 Special Committee of the Whole Minutes. Roll call vote:

AYES: 6 – Cashman, Duros, Hebda, Koch, Weil, Williams, Cashman

NAYS: 0 - None

Motion declared carried.

 

 

2. COUNTRYSIDE FIRE – STATION 2 EXPANSION

John Kalmar reported that the proposed project will expand Station 2 and the petitioner is requesting an additional full access on Deerpath Drive.  Dave Brown discussed the traffic volumes on Deerpath and the separate curb cut for emergency vehicles. He stated that he is not proponent of an additional curb cut but understands their position. Motion by Trustee Koch, second by Trustee Williams to direct staff to prepare the necessary ordinance for final site and landscaping approval subject to the 11 conditions as set forth, a minimal deceleration lane, the findings of traffic report from Gewalt Hamilton dated May 6, 2003,and to have the Village Attorney prepare the necessary ordinance to vacate the right of way. Roll call vote:

AYES: 6 – Duros, Hebda, Koch, Weil, Williams, Cashman

NAYS: 0 – None

Motion declared carried.

 

 

3. MUNDELEIN/GREGG’S LANDING AGREEMENT

Manager Allison reported that the Mundelein/Gregg’s Landing Agreement is moving ahead. Staff will coordinate the improvements.

 

 

4. CODE OF ORDINANCE – AMENDMENT TO CHAPTER 5, ART. II, SEC 5-26(D) RELATIVE TO FIRE SEPARATION ASSEMBLIES BETWEEN DWELLING UNITS AND CORRIDORS

CODE OF ORDINANCE – DELETION OF CHAPTER 7 RELATIVE TO FIRE PREVENTION AND PROTECTION

Motion by Trustee Hebda, second by Trustee Duros to approve the Code of Ordinance – Amendment to Chapter 5, Art II, Sec. 5-26(d) relative to fire separation assemblies between dwelling units and corridors and the Code of Ordinance – Deletion of Chapter 7 relative to Fire Prevention and Protection. Roll call vote:

AYES: 6 – Hebda, Koch, Weil, Williams, Cashman, Duros

NAYS: 0 – None

Motion declared carried.

 

 

5.  ADJOURNMENT

Motion by Trustee Williams, second by Trustee Koch to adjourn the Committee of the Whole meeting and go into executive session for the purpose of litigation and land acquisition. Roll call vote:

AYES: 4 – Koch, Duros, Hebda, Williams

NAYS: 0 – None

ABSENT: 2 – Cashman, Henley

Motion declared carried.
