MINUTES OF THE SPECIAL MEETING
OF THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF VERNON HILLS, LAKE COUNTY, ILLINOIS
HELD MARCH 26, 2003
1. President Byrne called the meeting to order at 7:00 p.m.
2. Roll call indicated the following Trustees present: Cashman, Hebda, Henley, Koch, Williams
Also present were Manager Allison.
3. The Pledge of Allegiance was given.
4. Approval and passage of Resolution
2003-40 Cook Memorial Public Library Vernon Hills Property 2003
President Byrne made remarks regarding the availability of the site at Aspen Drive and Route 60 for the library. He made further comments in regard to this information going out to the community about the availability of this land. A video clip was show in reference to a developer of the Route 60 and Aspen Drive site committing to the provision of a library site. President Byrne reiterated the Villages commitment to an Aspen Drive and Route 60 library site.
President Byrne asked for comments from the audience. John Keister, President of the Cook Memorial Public Library Board, addressed the Village Board in regard to the support they have received to date for the library referendum being held on April 1. He thanked the Village Board for their support and discussed the increasing use of the Evergreen Interim Library.
Trustee Cashman commented about reading of the support of District 128 in reference to the April 1 referendum. John Keister commented that Districts 128, 73, the Rondout School District, and individual members of District 76 have expressed their support. Additionally, he again thanked the Village Board for their support.
Trustee Williams commented that the Village Board has supplied the land and available amenities and now it is up to the voters in the April 1 election.
Trustee Hebda indicated the good faith effort of the Village in working toward a site and the library within the Village of Vernon Hills. She commented on a referendum fundraiser to be held this Saturday evening at 60 West at 8:30 p.m. and invited all interested parties to attend.
Trustee Henley discussed the Comprehensive Plan of the Village and how all of the major objectives of this previous plan had been achieved, except the library. The effort now is the construction of the library since the land is available.
Jennifer Hakko, Trustee of the Cook Memorial Public Library, discussed the issue of library services and thanked the Board for their support in regard to the April 1 referendum.
Trustee Koch commented about the need for cooperation with our neighboring communities. He commented it was unfortunate that some people were making an issue of the referendum and trying to split the communities of Libertyville and Vernon Hills.
Motion by Trustee Hebda, second by Trustee Koch for approval and passage of Resolution 2003-40 Cook Memorial Public Library Vernon Hills Property 2003. Roll call vote:
AY AYES: 6 Hebda, Henley, Koch, Williams, Cashman, Byrne
NAYS: 0 None
ABSENT: 1 Duros
Motion declared carried.
5. Adjournment
Motion by Trustee Koch, second by Trustee Henley to adjourn the Special Board Meeting. Roll call vote:

NAYS: 0 None
ABSENT: 1 Duros
