Meeting Minutes

November 20, 2002

With a quorum being in attendance the meeting of the Traffic Advisory Committee (TAC) was called to order at 7:25 PM CDT. In attendance were:

  1. Minutes
    Review of the minutes, of the September 25, 2002 meeting, was tabled pending their publication.

  2. Old Business
    1. Stop Sign Request at Stanwich and St. Andrews.
    1. No additional input has been received concerning the request for placing a Stop Sign on westbound Stanwich at St Andrews.
    2. Based on information provided and the findings of the TAC at the September meeting, the decision stands to recommend not placing a stop sign at this intersection.

  3. New Business

    1)

    1. Issue Stop Sign Request - Corporate Woods
      • As a result of an accident the Police department is requesting a review of 4 "T" intersections within the Corporate Woods Business Park.
    2. Details / Concerns
      • Mixed vehicle use of trucks and automobiles at these unregulated intersections is felt to be an accident in waiting. In addition with the construction of the new buildings at Hickory Hills and Corporate Woods Parkway, a new driveway is in place which provides for the illusion of a 4 way intersection.
      • Current traffic volumes do not sustain the warrant requirements for stop signs. However, due to the mixed use of these roads with trucks and automobiles, it is felt to be prudent to make some effort to insure that through traffic on Corporate Parkway and Forest Glen Parkway are given priority. It would also be prudent to alert side street traffic to the fact that the through streets have priority.

    3. Motion:
      Recommend the installation of traffic control devices (Yield Signs) on the four side streets that intersect with Corporate Parkway and Forest Glen Parkway.

      Motion Made By: Mr. Schultz; Seconded Mr. Ugaste Vote: Mr. LaLuzerne - Yes ; Ms. Oster - N/A ; Mr. Schultz - Yes ; Mr. Ugaste - Yes, Mr. Hauptman - N/A. Motion adopted 3 to 0.

    4. Summary: Mr. Laudenschlager is directed to present to the Village Board a recommendation to install Yield signs on the four side streets that intersect with Corporate Parkway and Forest Glen Parkway.

    5. Issue
      Restrict parking to one side of street to allow for emergency vehicle egress on Haxeltine Cul-De-Sac.

    6. Details / Concerns
      A citizen expressed a concern with the Police Department that the configuration of the street / cul-de-sac is such that large emergency vehicles would have difficulty traversing this thoroughfare if automobiles were parked on both sides of the street.
      A review of the plans along with field measurements, indicate that the street was constructed with a 27' curb to curb drivable space. The design minimum for automobile parking on both sides while still maintaining a clear center roadway for emergency vehicles is 23' curb to curb. Therefore, this street exceeds the minimum requirements by 3'.

    7. Summary: Mr. Laudenschlager / Chief Fleischauer are directed to respond to the inquiring citizen that the roadway was designed for both side parking and emergency vehicle access.

    8. Issue
      Aspen Rd at IL Route 60 insection blockage due to southbound left turns into the White Hen parking lot.

    9. Details / Concerns
      Police and Hawthorn school officials have expressed a concern over the backing up of Aspen Rd traffic onto Il Route 60 during rush hours, especially when school buses are on the street bring children to and from school.
      Previous discussions have noted that the right to access the plaza should not be abridged, even though the access design was installed in violation of reasonable design considerations. The only viable solution at this time is to try to create a means of keeping northbound vehicles from blocking access to the White Hen Plaza.

    10. Summary: Mr. Laudenschlager / Chief Fleischauer are to request concurrence from the Village Board to install "Do Not Block Driveway" signs at the plaza entrance on Aspen Rd. If this advisory signage does not improve the situation. The next step with be to request an ordinance to stripe / hatch the driveway area, so that traffic citations can be issued for intentionally blocking the driveway.

    A motion to adjourn was made by Mr. Ugaste and seconded by Mr. LaLuzerne. The meeting was adjourned at 8:03 PM.
