June 19, 2002

With a quorum being in attendance the meeting of the Traffic Advisory Committee (TAC) was called to order at 6:37 PM CDT. In attendance were:

• Old Business
  • The minutes of the August 15, 2001 meeting were reviewed.

  • Review / Presentation of the Village's Comprehensive Land Use Plan was presented by Asst Village Manager John Kalmar.
    • The purpose of this review was to request from this committee, input for inclusion in the draft revision of this plan, within the "Transportation" segment, on related issues.

      The committee has agreed to take the following next steps:

    • Mr. Kalmar will e-mail to the committee a list of Development Issues that have been raised during the preparation of the revised Village Comprehensive Land Use Plan.

    • Mr. Schultz will cull from the above document, Traffic / Transportation Related Issues, and add them to a list of issues that have been previously identified by the committee. This revised "list" will then be forwarded to each of the members for their review and/or addition. The members are requested to forward additional additions to Mr. Schultz, so that a revised "comprehensive" list can be prepared for review and discussion at the next Traffic Advisory Committee Meeting.

  • Stop Sign Request at Indianwood & Greenleaf.

    • Mr. Laudenschlager reported to the committee that based on additional traffic engineering activities conducted by his office, the addition of traffic control devices (Stop Signs) on both North and Southbound Indianwood at Greenleaf is warranted, making this intersection an "All Ways or 3 Ways Stop".

    • The committee reiterated during this update that their commitment to the recommendation adopted at the last meeting to add these stop signs has not changed. Mr. Laudenschlager was requested to bring this recommendation to the Village Board for their review and action at the earliest possible date.

  • • Issue
      Stop / Yield Sign Request -Pine Lake Circle and Pinehurst Drive

    • A resident of the Pinehurst Town Home Association (Mr. Ramesh Kanapareddy) requested through the Village Manager's and Police Chief's offices, that some type of control devices be erected to control the safe flow of traffic near the entrance to this pod within Gregg's Landing.

    • Details / Concerns
      Safe flow of traffic through a frontage road intersection

    • A survey by the Police Department, followed up by a traffic engineering review by the Public Works Dept, indicated that very little speeding was recorded in and around this intersection (1 vehicle out of 545 traveling over 5 MPH above the posted limit). However, it was noted that cross traffic on Pine Lake Circle was impeding traffic flow on the major entrance street, Pinehurst Drive. In discussion it was determined that the intent of the intersection design was to allow for safe unimpeded flow of traffic along Pinehurst Drive.

    • Motion:
      Recommend the installation of traffic control devices (Stop Signs) on both east and west bound Pine Lake Circle at Pinehurst Drive.

    • Summary: Mr. Laudenschlager is directed to present to the Village Board a recommendation to install stop signs on Pine Lake Circle at Pinehurst Drive.

  • • Issue
      Miwaukee Ave and Executive Way traffic flow (Home Depot / K-Mart traffic signal entrance).
      The committee was made aware of a persistant issue that during peak periods traffic flow is restricted through this intersection due to vehicles entering the intersection, but not being able to exit it during their traffic signal cycle. The result is that alternate direction traffic cannot move through the intersection during their traffic signal cycle.

    • Details / Concerns
      As Milwaukee Ave is a Strategic Regional Arterial, and it is intersected by another SRA (Town Line Road) less than a ½ mile to the north, IDOT would need to adjust any timing of signal lights, and it is probable that an adjustment would lead to other more serious problems, it is difficult to develop an easy solution.

      Summary:
      The Chief of Police advised that this intersection will be targeted for additional enforcement activity. While this will not reduce the number of vehicles flowing through this busy intersection, it will hopefully facilitate an environment where cross traffic and turning vehicles will have better access to move through the intersection.
