MINUTES OF THE REGULAR MEETING

OF THE PRESIDENT AND BOARD OF TRUSTEES

OF THE VILLAGE OF VERNON HILLS, LAKE COUNTY, ILLINOIS

HELD SEPTEMBER 3, 2002

 

1.  President Byrne called the meeting to order at 7:05 p.m.

 

2.  Roll call indicated the following Trustees present: Duros, Hebda, Henley, and Ryg.

 

Also present were Manager Allison, Assistant Manager Kalmar, Building Commissioner Gerth, Public Works Director Laudenslager, Chief Fleischhauer, and Corporation Counsel Citron.

 

3.  The Pledge of Allegiance was given.

 

4.  Citizens Wishing to Address the Board

Don Hook of the Lions Club announced the Kelly Miller Circus for September 14 and 15 at Century Park.

 

5.  Reports of Village Official

     A.  Village President

i.    President Byrne read a proclamation for “Always Remember 9-11 Day”. 

 

B.   Village Manager   

i.    Manager Allison reported that the Inverness subdivision is requesting a public dedication of private streets. They will be coming before the Board at a later meeting.

 

C.  Assistant Manager

i.    No report.

 

D.       Assistant to the Village Manager

i.    No report.

    

E.      Finance Director/Treasurer

i.    No report.

 

F.      Chief of Police

i.    Chief Fleischhauer announced the observances of 9-11 by Countryside Fire Dept on Wednesday, September 11; by the Park District on Saturday, September 14; and by Willow Lawn Memorial Park on Sunday, September 15, 2002.

 

ii.    Chief Fleischhauer announced the Halloween trick or treat hours on Thursday, October 31 from 4 p.m. until 8 p.m.

 

iii.   Chief Fleischhauer reported that the amendment to the Animal Control Ordinance approved by the Committee is part of the consent agenda.

     

G.   Public Works Director

i.    Public Works Director Laudenslager requested the donation of surplus vehicles (one-ton dump truck and trailer) to the Northeast Illinois Council of Boy Scouts. Motion by Trustee Henley, second by Trustee Ryg to approve the donation of one-ton dump truck and trailer to the Northeast Council of Illinois, Boy Scouts of America. Roll call vote:

      AYES: 4 – Hebda, Henley, Ryg, Duros

      NAYS: 0 – None

      ABSENT: 2 – Koch, Williams

      Motion declared carried.

i.         No report.

 

6.  Omnibus Vote Agenda

Trustee Ryg pulled Item N. Motion by Trustee Henley, second by Trustee Hebda to approve the Omnibus Vote Agenda Items A –M, O. Roll call vote:

AYES: 4 – Henley, Ryg, Duros, Hebda

NAYS: 0 – None

ABSENT: 2 – Koch, Williams

Motion declared carried.

 

A.  Approval of voucher list of bills dated 9/03/02 in the amount of $1,341,399.89. Approved by omnibus vote.

 

B.   Department Reports:

1.   6/2002 and 7/2002 Finance Director/Treasurer’s Reports.

 Approved by omnibus vote.

 

C.   Approval of payment to Midwest Pavers, Inc. in an amount of $22,500, which did not make the invoice approval list. Approved by omnibus vote.

 

D.   Approval of Vernon Hills Lions Club “Candy Day” Sale for October 11-12, 2002 and “Caramel Pop” Sale for May 2-3, 2003. Approved by omnibus vote.

 

E.      Approval of the Salvation Army “Christmas Kettle Program” to be held November 22 – December 24, 2002. Approved by omnibus vote.

 

F.   Approval and passage of Resolution 2002-153 awarding the bid for bituminous pavement patching to J.A. Johnson Paving Company. Approved by omnibus vote.

 

G.     Approval and passage of Resolution 2002-154 authorizing approval of payment to McHenry County Nursery, Inc. (Beeson’s) in an amount not to exceed $11,900.  Approved by omnibus vote.

 

H.      Approval and passage of Ordinance 2002-47 amending Ord. #’s 97-12, 95-21, 94-55, 90-14, 453 and 415, establishing speed limits on highways and streets within the corporate limits of the village. Approved by omnibus vote.

Approval and passage of Ordinance 2002-50 declaring certain village property to be surplus and providing for the sale by public auction. Approved by omnibus vote.

 

J.       Approval and passage of Ordinance 2002-51 amending Ord. #733 and #403, licensing and regulating the control and keeping of animals, including but not limited to, dogs and cats within the Village of Vernon Hills. Approved by omnibus vote.

 

K.      Approval and passage of Ordinance 2002-53 authorizing the Village of Vernon Hills to acquire approximately one (1) acre of property located at 43 and 57 N. Route 45. Approved by omnibus vote.

 

L.       Approval and passage of Ordinance 2002-54 granting final site and landscaping plan approvals for the proposed patio located at 333 Corporate Woods Parkway in Corporate Woods Business Park. Approved by omnibus vote.

 

M.     Approval to release Kohl’s Department Store’s Maintenance Bond #36 SB 103231823 BCM. Approved by omnibus vote.

 

O.     Approval and passage of Ordinance 2002-52 amending Ord. 2002-49, being Section 3-12 of the Village of Vernon Hills, Code of Ordinances, relative to Liquor Control, allowing 29 Class “A” Liquor Licenses. Approved by omnibus vote.

 

 

7.    Items Pulled from Omnibus

Motion by Trustee Duros, second by Trustee Henley for approval and passage of Resolution 2002-148 approving revisions to the design of the Vernon Hills baseball fields located at the former Vernon Hills Athletic Complex. Roll call vote:

AYES: 4 – Duros, Hebda, Henley, Byrne

NAYS: 1 – Ryg

ABSENT: 2 – Koch, Williams

Motion declared carried.

 

 

8.   Unfinished/Additional Business

None.

 

 

9.   New Business

A.      Trustee Ryg asked the Board to support the efforts of the Lake County Anti -Hate Crimes Task Force in the form of a resolution.

 

B.      Trustee Hebda distributed a report from the library focus group and asked for public board support for a Vernon Hills library district.

 

 

10.   Adjournment

Motion by Trustee Henley, second by Trustee Ryg to adjourn the Board Meeting. Roll call vote:

AYES: 4 – Ryg, Duros, Hebda, Henley

NAYS: 0 – None

ABSENT: 2 – Koch, Williams
