COMMITTEE OF THE WHOLE MEETING

VILLAGE OF VERNON HILLS

APRIL 16, 2002

 

 

IN ATTENDANCE: President Byrne called the meeting to order at 8:40 p.m. The following Trustees were present: Duros, Henley, Hebda, Koch and Williams.

Also present were Manager Allison, Assistant Manager Kalmar, Assistant to the Manager Teich, Public Works Director Laudenslager, Building Commissioner Gerth, Chief Fleischhauer, Corporation Counsel Citron, and Village Clerk Schwartz.

1. APPROVAL OF 3/19/2002 COMMITTEE OF THE WHOLE MINUTES

Motion by Trustee Henley, second by Trustee Hebda to approve the 3/19/02 Committee of the Whole minutes. Roll call vote:
AYES: 5 - Koch, Williams, Duros, Hebda, Henley
NAYS: 0 - None
ABSENT: 1 - Ryg
Motion declared carried.

2. WHITE DEER RUN GOLF CLUB - REQUEST TO EXTEND THE TEMPORARY MARKETING SIGNS
Building Commissioner Gerth reported that White Deer Run Golf Club requested a three-year extension for their three, two-sided temporary marketing signs. Staff recommends approval since Zale has approval to leave their temporary marketing signs until 1600 dwelling units are occupied. Trustee Williams suggested only a 1-year extension. Trustee Hebda stated her objection to advertising the Friday Fish Fry. Motion by Trustee Williams, second by Trustee Henley to extend the temporary marketing sign for one year deleting the Friday Fish Fry. Roll call vote:

3. CENTURY DEVELOPMENT CONDOMINIUM PROJECT (VERNON PLACE) - ROUTE 45 AND PORT CLINTON ROAD - CONCEPT PRESENTATION
Village Engineer Brown reported that Century Development is proposing to develop 123 condominium units in 3 buildings with a mix of 1 and 2 bedroom units ranging in size from 880 to 1850 square feet with prices starting from $185,000 to $384,000. A temporary access will be off Route 45 with a permanent access from Port Clinton in the future. Matt Haylock, an architect with Haylock Design, stated that the design is basked on the Lakota plan. Trustee Koch stated that the one-bedroom minimum is 1200 sq. ft. The plan also shows 2.23 parking spaces when the minimum by code is 2.3. Trustee Henley requested heavy landscaping on Route 45 and Port Clinton. Trustee Williams stated her concern about the height of the building. The setback was discussed as a concern because the roadway may be widened. President Byrne commented that other projects will be on this site and should be taken into consideration as a whole. Trustee Duros liked the concept but the whole plan of the district needs to be coordinated. Trustee Williams stated concerns about the setback, height and landscaping but liked the project. Staff needs to take care of outstanding issues on TIF before moving ahead.

4. 2002 STREET REHABILITATION - PROPERTY MAINTENANCE
Building Commissioner Gerth reported on his memo dated April 11, 2002 regarding the Country Club Estates 2002 Road Rehab Project and requested that complimentary permits be given out to enhance the property with road rehab. The Committee agreed. There were five properties identified with dual driveways. 359 Cherry Valley has two driveway aprons which were installed after the effective date of Ordinance Number 559 allowing only one. This property is in direct violation. The other four properties can be grandfathered to allow two curb cuts.

Motion by Trustee Williams, second by Trustee Henley to adjourn the Committee of the Whole meeting. Roll call vote:
