COMMITTEE OF THE WHOLE MEETING
VILLAGE OF VERNON HILLS
September 4, 2001
IN ATTENDANCE: President Byrne called the meeting to order at 9:25 p.m. The following Trustees were present: Duros, Hebda, Koch, and Ryg,
Also present were Manager Allison, Assistant Manager Kalmar, Assistant to the Manager Teich, Public Works Director Laudenslager, Chief Fleischhauer, Building Commissioner Gerth, Corporation Counsel Citron, Attorney Geo-Karis and Village Clerk Schwartz.
1. APPROVAL OF 8/21/01 COMMITTEE OF THE WHOLE MINUTES
Motion by Trustee Hebda, second by Trustee Ryg to approve the 8/21/01 Committee of the Whole Minutes. Roll call vote:
AYES: 4 - Duros, Hebda, Koch, Ryg
NAYS: 0 - None
ABSENT: 2 - Henley, Williams
Motion declared carried.
2. WHITE DEER RUN - GOLF INSTRUCTION BUILDING
Todd Lipschutz of Par Development presented a plan for the proposed Golf Instruction Building at White Deer Run. Trustee Duros stated that non-deciduous landscaping is a must on the south side of building. Motion by Trustee Koch, second by Trustee Ryg to direct staff to draft the necessary ordinance grating final site and landscape plan approval subject to the conditions as recommended by the Planning and Zoning Commissioner as listed below and incorporating Trustee Duros' recommendation.
3. BUTTERFIELD ROAD - SOUTH HUNTINGTON DRIVE TO GOLF ROAD
Public Works Director Laudenslager reported that he met with the staff of IDOT and the County for improvements on Butterfield Road. The County would like to install planter box medians as an introduction to building these throughout the county. Per his memo dated August 28, 2001, the Village will pay for topsoil, irrigation, and plant materials and the County will pay for curb and gutter, underdrains, planter box with form liner, and Village signage. Estimates have been received from the County and the Village portion total is $324,813. Manager Allison reported that Mundelein cannot help at this time. Trustee Koch commented that medians cause safety and maintenance concerns and Chicago is now removing them. Motion by Trustee Ryg, second by Trustee Hebda to draft a letter in acceptance of financial responsibility for landscaping on Butterfield Road. Roll call vote:

4. WEB SITE POLICY
Administrative Intern Raidbard referred to his memo dated August 30, 2001 regarding a court case deciding whether a town website is a non-public forum or a public forum which would determine if the town has a right to grant or deny links. Staff recommended the Board approve the policy on page 6 to avoid such legal disputes. Staff will bring back a draft for committee review.
5. METRA IDENTIFICATION SIGNS
Administrative Intern Raidbard referred to his memo dated August 30,2001 updating the Committee on the price of a 6' x 6' double sided sign. Fastsigns quoted $6,416. Signs Now quoted $4,752. A concrete support pad placed below the sign, per Village Code, would cost $800. Motion by Trustee Ryg, second by Trustee Koch to approve the purchase of a 6'x6' sign from Signs Now for $4752 plus an additional $800 for the concrete pad/foundation for a total cost of $5552 with the project not to exceed $5,700. Roll call vote:
