SPECIAL COMMITTEE OF THE WHOLE MEETING

VILLAGE OF VERNON HILLS

JUNE 19, 2001

IN ATTENDANCE: President Byrne called the meeting to order at 6:06 p.m. The following Trustees were present: Koch, Williams, Duros, Hebda, and Henley.

Also present were Manager Allison, Village Engineer Brown, Finance Director Nakrin and Village Clerk Schwartz.

1. Vernon Hills Athletic Complex PRESENTATION OF FINAL DESIGN

Roger Madden of Civiltech brought the Board up to date on construction completed so far. The runway has been removed. Prestage 1A demolition includes removing additional utilities and pipes to do mass grading and removal of missile magazine. One magazine is emptied of water and the other will be emptied by Friday. Future contracts are earthwork, roadway and underground. Earthwork will be underway within 6 weeks.

Greg Halapino, Landscape Architect, gave an overview of the site. The access road is designed as a parkway. The perimeter of the site will be passive recreation. The current arbortheater road will be connected to the Vernon Hills Athletic Complex. A Vernon Hills Athletic Complex interpretive center was discussed. Active space will take up approximately 60% of the site and there are 4 miles of bike trails. Character photos were shown of the bridge, trails and water system.

Diane Kordeck of 298 Saddleback Road asked if White Barn Road will be connected to the site. Staff responded that it will not be, but there will be a pedestrian crossing.

Sissy Pettenon of 610 Ontario asked if soil sample data from the site is available. Staff reported that there are 10 binders at Vernon Area Library with all the information. The Board has read the executive summary of those findings. President Byrne stated there are no health or safety issues per the documented evidence.

A resident of 322 E. Donnelly Place asked how far the tennis courts will be from the residences. Staff reported 110 ft. to the south and 200 ft. to the west. Landscaping will be rolling berms with 4-6 feet tall vegetation, therefore creating a buffer in distance and vision.

President Byrne asked if one of the baseball fields were certified. Director De Graaf reported that one field is certified.

Gordon Muller of 4 S. Old Creek Road asked which fields will be lighted and the schedule. Staff responded that the four village fields and the football field will only be lit when in use.

2. ADJOURNMENT

Motion by Trustee Henley, second by Trustee Williams to adjourn the Committee of the Whole meeting. Roll call vote:

AYES: 6 – Koch, Ryg, Williams, Duros, Hebda, Henley

NAYS: 0 – None

Motion declared carried. Meeting adjourned at 6:55 p.m.
