Meeting Minutes
June 21, 2000
With a quorum being in attendance the meeting of the Traffic Advisory Committee (TAC) was called to order at 7:23 PM CDT. In attendance were:

The minutes of the April 19, 2000 meeting were reviewed.
Motion: Adopt minutes as published.

The entrance to the new Grosse Point Park parking lot, places that access close to an individual residence as opposed to in the middle of the Commonwealth Edison easement. In addition the new bike path will cross Grosse Pointe Blvd., a main collector street. Parking along Grosse Pointe Blvd. may hamper sight lines of new parking lot and bike path egress traffic.
Mr. Chin Liu outlined his concern that the sight lines on Grosse Point Blvd. will not be satisfactory for safe entrance and exiting from the new parking lot or for the bike path crossing of Grosse Point Blvd., if parking is not banned. Mr. Liu therefore requested a ban on parking along Grosse Point Blvd. between Southfield and Hunter Ct.
Public Works Director Ed Laudenslauger reiterated the concern about sight lines for the new bike path crossing of this key collector street.
The concern about creating a prohibition on parking in this area centered around the fact that this situation is seasonal and only occurs during "Little League" baseball / softball season and to a lesser extent during soccer season. Discussion centered on the fact that the new parking lot may eliminate street parking altogether, as street parking may not be as convenient as the lot. It is also unknown if the lot capacity of 90+/- cars is adequate.
Recommend that a no parking zone be established on Grosse Point between the east leg of Southfield and Hunter Ct. Timing on the creation of this no parking zone to be coordinated with the completion of the new parking lot.

The committee has adopted a wait and see position, concerning street parking around Grosse Point Park, based on the fact that the new parking lot and its impact will not be known until spring 2001.
Lafayette and Washington / Lafayette and Jefferson intersection traffic control request.
Motor vehicles are entering Lafayette from Washington and Jefferson without exercising due caution. A request has been made by the New Century Tomehome Owners Association through their property management service to install Stop Signs at these intersections.
The offset of Washington Ct. to Lafayette Pl. does create a less than desirable sight line, however, the traffic volumes are extremely low.
Table discussion with an inclination to decline further evaluation, based on an initial review that indicates a request for traffic control signage does not meet the warrants mandated by the State of Illinois.

State warrants require a significant traffic flow to mandate the placement of Stop signs. Studies have also shown that the placement of stop signs introduces an element of danger and added risk for side and rear impact accidents. In reviewing the request the committee felt the warrants for stops signs could not be met.
Design plan limits available street parking.
Design called for narrow streets to meet the esthetic requirements of an "old style neighborhood". To maintain viable egress routes for emergency equipment, the design called for a prohibition of street parking in most areas. Home designs do include at minimum four (4) off street parking spaces. Additionally, while some homes do not have immediate access to daytime street parking, street parking is available within several hundred feet of all the lots.
Table discussion with an inclination to decline further evaluation, based on an initial review that indicates a request for a change in parking would hamper emergency response vehicle access.
Request Public Works Director to communicate the above disposition to the residents of Centennial Crossing.

The committee found no compelling reason to make any change to the status quo, especially in light of safety access concerns and availability of street parking throughout the neighborhood.

5) Item Greggs Parkway and Lakeview Parkway intersection traffic control.
Table discussion with an inclination to decline further evaluation for two years, based on the initial review that indicates a request for traffic control signage does not meet the warrants mandated by the State of Illinois and design criteria of Lake County.

The committee has adopted a wait and see position, concerning the controls at this intersection, pending final build out of the Greggs Landing development.
A motion to adjourn was made by Mr. Ugaste; and seconded by Mr. Schultz.
The motion was passed unanimously and the meeting was adjourned at 8:48 PM.
