April 19, 2000
With a quorum being in attendance the meeting of the Traffic Advisory Committee (TAC) was called to order at 7:06 PM CDT. In attendance were:

The minutes of the February 16, 2000 meeting were reviewed.
Motion: Adopt minutes as published: By Mr. Schultz; Seconded Mr. Ugaste
Vote: Motion adopted unanimously.
- Old Business
1) Report by Ed Laudenschlauger on actions to improve vehicular and pedestrian traffic along Gregg's Parkway.
- The developer at the recommendation of The Traffic Advisory Committee and the suggestion of Public Works Dept has:
- Removed the bushes and other landscaping plantings in the median of Gregg’s Parkway east of Sycamore St. This provides clearer site lines at this four-way intersection.
- Agreed to install high visibility cross walk warnings signs in conjunction with the cross walk stripping later this spring. The crosswalk stripping will be of the standard variety, which is less than the recommended multi-line stripping, creating a rumble strip effect, recommended by the Traffic Advisory Committee.
- Agreed to pursue the completion of all sidewalks within the Broadmoor section by year’s end.
2) Issue: A concerned citizen through the Vernon Hills Police Department has requested the Traffic Committee to review a traffic flow problem on Aspen Drive at the Hawthorn Elementary south campus driveway.
- Details / Concerns:
- A preliminary discussion indicated that traffic was backing up on to Aspen Drive from the school driveway creating a blockage of northbound flow from vehicles waiting their turn to enter the driveway.
- It was further noted that this situation occurs three times per day, and that limited parking ban hours such as though imposed around the train station would not produce the desired effect.
- It was also noted that the school campus is lacking in adequate parking for staff and volunteers and that by eliminating the street parking those affected individuals would have to park in the Sullivan Center lot, and walk another block.
- Motion: The Traffic Advisory Committee recommends that the Village Board of Trustees create a comprehensive No Parking Zone between Townline Rd (IL Rt. 60) and Augusta Drive on Aspen Drive. The exception is on the East Side of Aspen Drive between the drainage swale south of the Sullivan Center to a point parallel to the north boundary of the Hawthorn Kindergarten parking lot.
- Motion Made by Mr.. Ugaste Motion Seconded By: Mr. Schultz
- Vote: Motion passed unanimously.
- Summary: No parking will be allowed on Aspen Drive, with the exception of a short stretch along the east side south of the Sullivan Center. This will facilitate the flow of traffic by insuring that three lane equivalents, allowing for left turns, will exist at the Hawthorn South Campus driveway curb cuts.
- New Business
1) Issue: During morning rush hour, south bound traffic on Aspen Drive south of Townline Rd (IL Rt. 60) will back up blocking flow through the intersection if a vehicle is trying to turn left (east bound) into the Vernon Plaza parking lot. The situation is exacerbated when Aspen Drive northbound traffic blocks the Vernon Plaza Driveway entrance.
- Details / Concerns:
- Traffic flow has increased as a result of the opening of the new Hawthorn Junior High School facility.
- A suggestion to ban left turns into the Vernon Plaza for southbound Aspen Drive traffic would place a hardship on the business operators and would in all likelihood increase the amount of U-turns on Aspen Drive, and westbound Townline Road left turns into Vernon Plaza.
- Motion: The Traffic Advisory Committee recommends that no action be taken until such time as additional information becomes available and/or the situation warrants further review / action.
- Motion Made By: Mr. Ugaste Motion Seconded By: Mr. Schultz
- Vote: Motion passed unanimously.
- Summary: No changes are recommended at this time. It is suggested that as the vacant lands in this area are developed, this situation be addressed within a comprehensive development plan.
4. Adjournment
A motion to adjourn was made by Mr. Ugaste and seconded by Mr. Schultz.
Motion passed unanimously. The meeting was adjourned at 8:18 PM.
