COMMITTEE OF THE WHOLE MEETING

VILLAGE OF VERNON HILLS

FEBRUARY 1, 2000

 

 

IN ATTENDANCE: President Byrne called the meeting to order at 10:00 p.m. The following Trustees were present: Black, Cashman, Hebda, and Ryg.

Also present were Manager Allison, Assistant to the Manager Teich, Acting Chief Kincaid, Finance Director Nakrin, Public Works Director Laudenslager, Building Commissioner Gerth, Corporation Counsel Citron, and Village Clerk Schwartz.

1. APPROVAL OF 01/18/00 MINUTES

Motion by Trustee Black, second by Trustee Hebda to approve the 1/18/00 Committee of the Whole minutes. Roll call vote:

AYES: 4 – Black, Cashman, Hebda, Ryg

NAYS: 0 – None

ABSENT: 2 – Koch, Henley

Motion declared carried.

2. SIDEWALK SNOW REMOVAL

Based on citizens’ request to remove snow from all sidewalks in the Village, Public Works Director Laudenslager reported that it would take 2 weeks to clear every sidewalk. The snow removal from the sidewalks would also cause more snow to be dumped in driveways. He referred to his memo dated January 27, 2000 outlining the present sidewalk snow removal route. Trustee Ryg suggested implementing a community service type project to remove the snow from sidewalks. Trustee Hebda suggested reminding the residents of walking students and to make sure the sidewalks in front of their homes are clear. Trustee Cashman requested a sidewalk path to the high school be established. The topic will be revisited in the summer.

3. ARBOR DAY/SPRING TREE PLANTING PROGRAM

Village Landscape Architect Poi reviewed his memo dated January 28, 2000. He stated the tree-planting program has decreased resulting in increased unit costs. Several residents also had complaints on the cost and planting delays. Arbor Day festivities also have shown declining participation. A BBQ was catered with 1 individual attending. Mr. Poi suggested combining the two activities, which would offer more to the residents while requiring less staff time. Trustee Ryg suggested offering advice and/or replacement of trees for the older, more mature neighborhoods. Motion by Trustee Black, second by Trustee Hebda to authorize staff to coordinate a joint tree planting program/Arbor Day event offering trees for residents to select and purchase for their yards as outlined in Landscape Architect Poi’s 1/28/00 memo to Manager Allison. Roll call vote:

AYES: 5 – Cashman, Hebda, Koch, Ryg, Black

NAYS: 0 – None

ABSENT: 1 – Henley

Motion declared carried.

4. CALENDAR OF EVENTS

Special Events Coordinator Link presented a new idea for the family dance this year as outlined in her memo dated January 28, 2000. She proposed partnering with the Park District and offering a wide range of activities for the whole family. The Board did not have any objections.

5. FUNDING FOR ARBORTHEATER CONCERTS

Motion by Trustee Ryg, second by Trustee Hebda to approve the scheduling of 8 concerts during the months of June, July and August in the year 2000 at a total cost not to exceed $14,000 for the purpose of booking entertainment and sound. Roll call vote:

AYES: 5 – Hebda, Koch, Ryg, Black, Cashman

NAYS: 0 – None

ABSENT: 1 – Henley

Motion declared carried.

6. ADJOURNMENT

Motion by Trustee Ryg, second by Trustee Black to adjourn the Committee of the Whole and go into Executive Session for the purpose of personnel and land acquisition. Roll call vote:

AYES: 5 – Hebda, Koch, Ryg, Black, Cashman

NAYS: 0 – None

ABSENT: 1 - Henley
