IN ATTENDANCE: President Byrne called the meeting to order at 7:51 p.m. The following Trustees were present: Black, Cashman, Hebda, Koch, Ryg and Henley.

Also present were Manager Allison, Assistant Manager Kalmar, Assistant to the Manager Teich, Acting Chief Kincaid, Finance Director Nakrin, Public Works Director Laudenslager, Building Commissioner Gerth, Corporation Counsel Kenny, Attorney Geo-Karis and Village Clerk Schwartz.

1. APPROVAL OF 12/07/99 and 12/21/99 MINUTES

Motion by Trustee Cashman, second by Trustee Koch to approve the 12/07/99 and 12/21/99 Committee of the Whole minutes. Roll call vote:

AYES: 6 – Black, Cashman, Hebda, Henley, Koch, Ryg

NAYS: 0 – None

Motion declared carried.

2. EMERGENCY OPERATIONS PLAN

Assistant to the Manager Teich gave an overview of the plan submitted. It puts the Village in charge of its own actions and not the county. The main command center will be the police department with a backup at the new Village Hall. The mutual aid agreement was discussed. Trustee Ryg asked if the fire chief was in agreement with the plan and being assigned as a department head. Assistant to the Manager Teich stated he would have the fire chief review the plan and seek concurrence. Motion by Trustee Henley, second by Trustee Hebda to approve the Emergency Operations Plan as presented. Roll call vote:

AYES: 6 – Cashman, Hebda, Henley, Koch, Ryg, Black

NAYS: 0 – None

3. ORGANIZATIONAL ISSUES

Manager Allison reviewed his memo dated November 12, 1999 on organization issues. President Byrne suggested setting up a workshop to discuss the topic so any new board members can give their input.

4. Vernon Hills Athletic Complex PRESENTATION

No new information at this time.

5. ADJOURNMENT

Motion by Trustee Cashman, second by Trustee Henley to adjourn the Committee of the Whole and go into Executive Session for the purpose of land acquisition as allowed in Sections 2(c)(5) of the Open Meetings Act. Roll call vote:
