Effective Jan. 1, 1998, a graduated licensing system went into effect in Illinois. This new law does not change the minimum age at which an individual may apply for a driver's license, but it does establish additional training requirements during the instructional permit phase. This results in better trained 16-year-old drivers. There are also additional seat belt usage requirements associated with this new law.
