RESIDENTS OF SINGLE FAMILY HOMES - START OF REVISED VEOLIA SERVICES

Effective August 1, 2010, the Village has approved the start of residential waste services, including garbage and recycling, for all single family detached and attached homes (condos and townhouses) with Veolia Environmental Services as the exclusive waste hauler within the corporate limits of the Village of Vernon Hills. For some townhome and condo owners, this will be a change in service.
The Village pursued this exclusive contract with Veolia to achieve the following:
For those of you in single family attached (condos and townhomes), Veolia will be adding the garbage toter cart for each household. All households will need to use separate toters for recycling and after August 1, garbage collection. In regard to toter cart use for garbage and recycling, we will work with residents during this transition period.
The following are the footprints of each of two sizes of toter carts applicable to townhomes and condos:
65 gallons – Height: 41.5” x Width: 24” x Depth: 27”
35 gallons – Height: 37.5” x Width: 19” x Depth: 23.75”
Single family detached households have the following additional option:
96 gallons – Height: 46” x Width: 26” x Depth: 34.5”
For single family attached households, the Village staff measured a number of the smallest single car garages to determine the ability to fit toters. Although the fit will be tight in a number of areas dependent on the amount of storage in your garage, two of the smallest toter carts will fit. Again, the toter cart has a lid that will provide a more secure container to separately hold garbage and recycling. Also, you are able to place one additional bag of garbage, not to exceed 50 pounds in weight, next to your toter which will allow most single family attached households the use of a 35 gallon toter cart.
We understand and appreciate that this change may be inconvenient for some homeowners. However, we feel the benefits of using toters, which include the lid and ability to wheel garbage and recycling to the curb, are well documented in the Village, as well as in other communities.

Door to Door Solicitors
July 2, 2010 Periodically the Village receives phone calls from concerned residents about door to door solicitors. The following is an overview and the applicable Village Code.
The U.S. Supreme Court stepped in several years ago and ruled that cities, towns or municipalities may not restrict or regulate door-to-door (DTD) solicitors. In the past, DTD solicitors were required to register with the Village, had to apply for a permit, submit to background check, and could be restricted to where they solicited. In a case involving the Chicago Tribune and the City of Chicago, the Supreme Court ruled that governing authorities did not have the right to infringe on the 1st amendment rights of any group that wanted to solicit door-to door. Based on that ruling, we (the Village) do not have the right to restrict or limit individuals or groups from soliciting door to door for any purpose. But, that does not mean that you have to be continually disturbed.
The relevant sections of the Village Ordinances are:
Sec. 15-2. Policy on peddling and soliciting.
It is hereby declared to be the policy of the village that the occupant or occupants of the residences within the village shall make the determination as to whether peddlers and solicitors shall be, or shall not be, permitted onto their premises.

Every person desiring to secure the protection provided by the regulations pertaining to peddling and soliciting contained in this chapter and to refuse solicitation shall give notice in the following manner:
(1) A card, not less than 12 square inches in size, bearing the words "No Peddlers or Solicitors" or wording similar in meaning, must be exhibited by the resident or occupant upon or near the front door to the residence or the main entrance to the premises, or in any other location easily observable to persons licensed to solicit.
(2) Such card so exhibited shall constitute sufficient notice to any and all peddlers and solicitors of the determination by the resident or occupant to refuse solicitation, and shall constitute prima facie evidence that the solicitor was so informed, for the purposes of enforcement of this chapter.

It is hereby declared to be unlawful, and shall constitute a nuisance, for any person to go upon any premises and ring the doorbell upon or near any door, or create any sound in any other manner calculated to attract the attention of the occupant thereof and engage or attempt to engage in the business of peddling or soliciting, as herein defined, in defiance of the notice posted in accordance with the provisions of this ordinance or, if not in possession of a valid license as required by this chapter, except for those activities and/or persons who are exempt from licensing by section 15-14 herein.

It is hereby declared to be unlawful and shall constitute a violation of this chapter for any person, whether licensed under this chapter or not, to go upon any premises and ring the doorbell upon or near any door or a residence located thereon, or rap or knock upon any door, or create any sound in any other manner, calculated to attract the attention of the occupant of such residence, for the purpose of securing an audience with the occupant or any occupant thereof and engage in peddling or soliciting prior to 10:00 a.m., or after the hour of 8:00 p.m., on any day of the week.

The signs referenced in section 15-3 are available at the police department and the village hall, or you can also make your own. I would suggest posting it directly above your doorbell. In the event that a solicitor is in violation of any of the above ordinances, please feel free to call the police department. We will have an officer respond, identify the individual(s), and warn or ticket them as appropriate.
If you post the signs, hopefully, you will have a more peaceful summer.
