The 2011 Village Road Rehabilitation Program will include streets within the corporate limits of the Continental Executive Park which include Lakeview Parkway, Bunker Court, Executive Way, and Fairway Drive.
Construction will begin on Tuesday May 31, 2011 and be substantially completed by July 29, 2011. Note: Work may be affected by weather, and subject to change
The work being performed for this project includes; asphalt pavement rehabilitation (existing asphalt surface grinding and asphalt surface replacement), curb/gutter repairs, drainage improvements, pavement markings and other associated improvements necessary to complete this work. Expect delays during construction and we suggest using alternate routes to travel around the construction zone.

FREQUENTLY ASKED QUESTIONS
WHAT WORK IS BEING DONE
- Repairs may include removal and replacement of damaged, structurally unsound and failing curb and gutter, sidewalks and pavement. Improvements to correct roadway drainage problems will also be addressed during construction.
- Handicap sidewalk ramps will be improved to meet current codes, and some crosswalks may be realigned for safer crossing.
- Prior to the start of the Village Road Rehab projects, the Lake County Department of Public Works staff will inspect their sanitary sewer and water distribution infrastructure and make necessary repairs within the limits of construction. Any asphalt restoration or concrete replacement needed for these items will be completed during the road rehab project. Landscape restoration shall be completed by Lake County at a later date.
- The Village Public Works Department will prune trees, inspect and upgrade street lighting, and replace existing signage as part of our Road Rehabilitation projects as necessary.
- Mail service and trash pick-up will continue, and in the event of conflict with the construction, we will make arrangements with them.
- School bus pick-up will not be interrupted, some delays may be experienced.
WHEN WILL THE WORK BE DONE?
- Contracts are typically awarded in early spring and construction is performed between May and September.
HOW WILL THE WORK BE DONE?
- Utility companies will locate their services (flags, paint).
- Work may begin in the cul-de -sacs, then on side streets, and main roadways last. Work will typically be done on one side of the street at a time to allow for parking and access.
- Removal of curb and gutter, and sidewalks typically will occur first. The removal areas will then be framed and replaced with new concrete. Drainage improvements or repairs will occur at this time.
- Once the barricades have been removed by the Contractor, new concrete may be driven on. Please do drive on concrete until this is done to prevent damage.
- When the concrete work has been completed, the roadway surface will be milled to the plan depth and any necessary repairs will be made.
- Prime coat (oil) will be applied on the milled road surface. The asphalt leveling binder course will then be placed, followed by the final asphalt surface course. Pavement markings will be applied shortly after the final surface.
- Vehicle traffic will be allowed to drive on the Prime Coat (oil) once placed. Please proceed slowly to avoid tracking the Prime Coat (oil) onto cars. This oil can be cleaned from your car using common Bug and Tar cleaning products sold at auto parts stores.
- Newly placed asphalt will be allowed to be driven across, please follow the direction of the flaggers and avoid sudden stops or acceleration, and sharp turns. When walking or riding a bicycle/stroller/skates/skate board please proceed with caution. And don’t forget to remember crossing with your pets.
- Please proceed slowly and follow the direction of the construction flaggers when present.
- Parking will not be allowed on any streets during this phase of construction.
SUMP PUMP CONNECTIONS:
- Residents within the project limits may submit problems and concerns to the Village Engineering staff. An investigation will be performed and the resident will be contacted regarding the findings. Connecting residents’ sump pumps to the storm sewer system is contingent upon the location of the Village’s storm sewer system and the feasibility of a connection.
- Where possible the Village may assist by providing a connection directly into a storm sewer manhole or storm sewer pipe for the resident to connect into. If it is determined that a connection can be made and the resident agrees to make their connection at that time.
- Residents must apply for Building Permit and submit a letter of commitment to make their connection.

WHO DO I CALL IN AN EMERGENCY?

- If work is being performed where access to your driveway will be prohibited, a notice will be left at your front door at least 24 hours in advance. The Contractor will knock on your door the morning of the removal as well. In the event no contact was made, and you are unable to exit your driveway, please contact Carissa Hansen @ (847)367-3726 and arrangements will be made promptly.
CAN I PARK IN THE STREET?
- The Engineering Division will coordinate with the Vernon Hills Police Department for overnight street parking for the residents within the road rehab limits, during concrete work operations. You will not be ticketed unless you block intersections, sidewalks, driveways, or fire hydrants.
- To allow access for buses, emergency equipment, postal service, deliveries and traffic, parking on the street is prohibited during the day. If parking on the street is the only option, park close to the curb and not between barricades.
RESTORATION:
- Final restoration of the areas disturbed during the construction limits in the right-of-way will be performed at the end of construction or between August 28th and after September 5th.
- Backfilling and seeding will be done as soon as possible after the concrete work is complete.
- Residents are encouraged to water the seed to enhance growth.
MISCELLANEOUS:
- Approval for work is contingent upon Village Board Approval and funding availability.
- All work is subject to weather. Delays should be expected.
- Always proceed with caution through the work areas. Workers, vehicles and pedestrians may enter your path of travel at any time.
- Slow down, speeding and phone usage is prohibited in construction zones.
- Unapproved driveway apron widening with decorative bricks pavers, concrete slabs, or stone may not be replaced or allowed to remain. Driveway aprons widths in excess of the Village requirements (20’ at the right-of-way, and 24’ at the back-of-curb), and will not be replaced to the existing dimensions without the approved waivers or proper permits.
- Residents are asked to mark or identify any irrigation lines and sprinkler heads, electric dog fences or underground cables other than the main utility company equipment.
- Surface defects such as minor cracks, discoloration, spalling, pitting, etc. (See Concrete Slab Surface Defects: Causes, Prevention, Repair) do not necessarily constitute structural failure and are not normally replaced.
- Any claims for vehicle damage which occur as a direct result of the road construction will be made with the contractor.

- This is a major construction project and it is our goal to complete the work as quickly as possible thus we ask for your patience and understanding. We will make every attempt to communicate with you regarding the project, but if you are in doubt, please call.
